Between me and squid there is a 1000mbits.
Between squid and Internet there is 25mbits.
Squid is on a Pentium IV 3Ghz, 1G RAM.

Or (more likely) squid is either configured for delay pools or the squid
box is too slow.
For reference, at the school I work for, we use an old (by today's
standards) Athlon 2400+ box with only 256Mb RAM, and get full use of our
16mbps link.
