Between me and squid there is a 1000mbits.
Between squid and Internet there is 25mbits.

Squid is on a Pentium IV 3Ghz, 1G RAM.

10mbps link somewhere between you and the squid box??
Or (more likely) squid is either configured for delay pools or the squid box is too slow.

For reference, at the school I work for, we use an old (by today's standards) Athlon 2400+ box with only 256Mb RAM, and get full use of our 16mbps link.
