Egad! What happened to your carriage returns? :-)
You need the following line in your squid.conf
acl all src 0.0.0.0/0.0.0.0
That should've been part of the default squid.conf.
You don't need to recompile squid for each change. Just restart squid
using:
/etc/init.d/squid restart
