the proxy as i know.
And i dont know hot to make it that the 2 ips have access all the time.

You just have to put the relevant http_access directives in the
correct order  (e.g.) :

   http_access allow ip2_containing_acl
   http_access deny restricted_time_period_containing_acl

Have you a tip about the time period?
Think i must make 2 Squid Configs and load the right one via crontab ... not very pretty ....
