The FAQ , section 10 (http://www.squid-cache.org/Doc/FAQ/FAQ-10.html), will likely have all the information you need.  Check out subsection 17 (http://www.squid-cache.org/Doc/FAQ/FAQ-10.html#ss10.17) for time-based specifics.
