While potentially accurate, that's not entirely helpful.  :o)

bootstrap.sh is in the directory with the squid source.  Assuming you ran the patch while inside the source dir, "./bootstrap.sh" would be your next step.  Pay close attention to the versions of automake and autoconf it requires.
