in my experience squid suffers a lot when certain other processes are running, 
specially perl.

I had servers running mrtg for monitoring client IP traffic and while 
perl/mrtg was running squids performance dropped in certain times to zero and 
came back only when the perl/mrtg was finished. I could workaround this thing  
running squid as high priority using nice and perl a slow priority, even so 
squid goes down depending on client usage
