Yes, see the max_user_ip acl.

I saw this doing a websearch, but could not find anything about it in
the documentation that I downloaded off of the squid webpage. I was
just waiting to hear a reply before I tried messing with putting that
acl in. I still have not actually seen any documentation anywhere.
