Let say the client IP is 192.168.0.253

username - varun
password  - mypasswd.

So what I want is that the authentication should
work only for 192.168.0.253.

That is so say when I enter username and password
it connect to net only if client IP is 192.168.0.253.

What do you mean bind them together?
you can use both NSCA auth and IP based ACL rules,
but squid will honor the order of this acls on squid.conf.
