Have you searched using google.com and missed some guidelines?
AFAIK, delay pools can be implemented on a per host(s) basis,
but perhaps you can do it per user if you modify source code,
or maybe there is an easy way. I run squid-2.5STABLE10 and your
requirement has never been a priority in my setup.

One thing you should know, BTW: Most Open Source developers write
code to solve their own problems, and then end up contributing it
to the community, because in most cases noone pays them to write
code ;)

What I mean to say is that if the feature is not in squid, you'll
have to motivate them to come up with it.

So after google-ing, if you do not find a solution, think about
what you can do to get it.

I have not checked squid-3.0-devel. Perhaps it might have ways
of implementing what you want.

Finally, posting one question several times to this list, or any
other list, will not aggregate into an answer!
