No, this hasn't been on the agenda for 3.0.

HTTP/1.1 is planned for at earliest Squid-3.1.

Squid-3.0 was originally planned to match Squid-2.5 in features, but over time gained some interesting features mostly interesting for reverse proxies (ESI, reverse proxy configuration cleanups, improved SSL support).

But this said, if there is someone contibuting HTTP/1.1 support for Squid-3 in a somewhat reasonable timeframe then this isn't unlikely to make it into the 3.0 release as the Squid-3 tree is currently open for submissions.
