Not entirely true. From what I can tell ftp-proxy does support parent proxies, but perhaps not very obviously so.
An FTP proxy is looking like and FTP server to the clients but accepting somewhat strange logins or passwords. This means that any FTP proxy which supports authentication and can be set to connect to a single specified FTP server also by definition supports parent FTP proxies.
