No, but it turns off the disk cache.

To completely disable caching you have to use the no_cache directive.

The two often goes together.

No, not related to each other.

If you are using acl's, will they still be parsed if you don't cache?

Yes.

http_access applies to any requests proxied via the proxy, no matter if the response is cached or not.
