Yes.
The response time / duration in Squid logs is from the time the request was received by Squid (full headers seen) until the last byte of the reply has been queued for write to the client.
Time not included is the time it takes for the client to send the request headers to Squid, or for TCP/IP to transmit the last bytes of the response.
