reply_body_max_size directive.

And how are you going to stop a client from downloading a 5MB using
download managers that fetch files in many small parts at the same
time. IMO you need traffic accounting. Just kick **** of users who use
to much bandwidth.

delay_pools is quite effective against users hogging your bandwidth.
