There is another instance of squid service is running
as /opt/squid/sbin/squid. Stop that instance as,

/opt/squid/sbin/squid -k shutdown

It is using another squid.conf file which having
myBAD2 acl in that.

You can identify it as,

find / -name "squid.conf" | xargs grep 'myBAD2'

It will give the location and file squid.conf which
have myBAD2 acl.
