Yes.  I am intercepting all HTTP traffic and configure my default gateway to
point at the router leading to the internet.

You can use two, for in/out traffic, but one has worked sufficiently for me.
At peak times I am processing up to 2,800 requests per minute.  I am using
squid to do exactly what you are looking to accomplish (control access/gauge
utilization).
