Partial downloads aren't the issue. Downloaders that use subranges on very large non-cacheable files are what seem to cause the pathological behavior.
Which version of Squid are you using?
Windows Update and Intuit's QuickBooks update are the worst offenders.
access.log with log_mime_hdrs on showing some sample requests triggering the problem please.
