[squid-users] no caching if caching time is less than 100 seconds ?

I made the following experience using squid 2.5 as a reverse proxy:
Squid does not cache pages with the http-header
Cache-Control: max-age=60

Squid only begins to cache if the max-age in the http-header is more 
than 100 seconds.
Is this a bad configuration on my side, a limitation, a bug ....?
