Squid performs a DNS lookup on the IP address of the system on which it is 
running.  If a NXDOMAIN is returned, it will terminate unless you set the 
"visible_hostname" to a valid fully-qualified domain name.

You might be able to set the 'visible_hostname' to "cegepat.qc.ca" to 
allow squid to run.
