all these three things r ok. i.e.
OS is configured to start squid at boot time
another server is running with same configuration very well
and i tried to manually start it also. but out of luck

have you configured your OS to start Squid at boot?

Is squid.conf configured properly?

Have you tried to manually start the Squid service?
