Seems to work just fine here. If the download is paused Squid will stop forwarding data and the TCP windows fills up, and the mem_node count is marginal.

Should I be expecting this behaviour?

No.

Should my memory usage also drop
back down after the download is complete?

Yes, with the above symptoms.
