Actually, I don't care much about whether it is hardware encoding or not.
I was thinking if it can be used as a remote desktop solution since VGA passhtrough is limited to local display.

Some other questions:
1. How to check if spice-streaming-agent is working from both guest and host side?

Just make sure you follow this and that the spice-streaming-agent is running in the guest
(you can run it with -d to see some logs)

2. Is it possible to capture the mjpeg video streaming and playback? 

I think you should be able to save the stream into a file in the guest if you run spice-streaming-agent
with -l /path/to/file --log-binary
