hi,
yes i use windows client and rebuild on fedora 28.
if i rebuild  spice-gtk  on centos or redhat is this problem exit?
do you mean this problem is caused by fedora gtk?

Hmmm, is that with windows client?
 
We have a bug for fedora where we are missing enter-notify event
which leaves the client without input grab. If you have this
problem in windows client, we can pretty much assume the issue
some behavior change in gtk.
