[spice-server] reds: Replace RedsClientMonitorsConfig with SpiceBuffer

RedsClientMonitorsConfig duplicates what SpiceBuffer does,
so using we can replace it with SpiceBuffer and make
reds_on_main_agent_monitors_config() simpler.
