make says nothing to be done for 'all'

Hi,

I have downloade the source package of 0.12.11 and ran './configure --prefix=/opt/spice-protocol-0.12.11' first. At the end of the config.log, I see

...

MAKEINFO='${SHELL} /root/packages/spice-protocol-0.12.11/missing makeinfo'

...
configure: exit 0

What is that?
