[ANNOUNCE] libcacard 2.5.0 released

Hi

As previously discussed in the thread "libcacard: use the library?",
libcacard has been made a standalone project, which is now hosted next
with the Spice project.

This 2.5.0 is the first release after the split without further
changes, so that qemu can drop it from its source (see RFC libcacard:
move it to a standalone project). There are pending libcacard patches
waiting for review that will make it to a following release.

Regarding the maintenance, I propose to continue the maintenance and
doing the releases. libcacard will follow Spice maintainance practice
(spice-devel ML, one ack rule etc)
