I've just tested with
spice-gtk-0.22-7.el6.x86_64
virt-viewer-0.6.0-11.el6.x86_64
usbredir-0.5.1-1.el6.x86_64
on the client (latest el6.6 builds I think), as well as with a fedora22
client, and
remote-viewer --spice-usbredir-redirect-on-connect="-1,0x1b1c,0x1ab1,-1,1" spice://spice.example.com:5900?tls-port=5901
is having the expecting behaviour (the 0x1b1c:0x1ab1 USB stick appears
in the VM when the client is started).
