For this use case, I would agree that an option would not be needed if the value could automatically change based on some parameter (e.g. network latency) and could be done effectively. If not, then I would prefer options to tune my experience based on my use case. It doesn't need to be something that most users need to deal with...just set to some sane default and those that want to tinker can tinker. Even if there's no further traction on this, I at least value the fact that I have the ability to change the value because of Victor's patch.
