Probably a configure argument, if you don't want to have to build libspice-common to install only headers. To me this is an optimization, not a strict requirement. After all, the headers can simply be copied from the tarball manually. Also, this extra --with-libcommon (to make it look simpler than yours) can be passed by the main configure by appending to ac_configure_args.
