But that common file would work only for QWERTY!

So it certainly doesn't cover all the cases (QWERTZ, AZERTY, etc) that Opaque/aSPICE need to cover!

You missed the 'include' directive at the beginning of the file:

include common

That also includes /usr/share/qemu/keymaps/common
