[PATCH V10 05/20] fs: stat: compat: Add __ARCH_WANT_COMPAT_STAT

RISC-V doesn't neeed compat_stat, so using __ARCH_WANT_COMPAT_STAT
to exclude unnecessary SYSCALL functions.
