[Gao] Yes. It is defined in RFC3312.
> What does "part of the original modification" mean ?
[Gao] There is modification which using more than one Offer/Answer pairs. And
the subsequent Offer/Answer pairs is called "part of the original modification".
Currently, only "Precondition notification" can be treated as "part of the original modification" by current RFCs.
And "refine codecs" can be "part of the original modification", but we need consensus and normative definition.

[Gao] All UPDATE/200OK pairs and PRACK/200OK are new modification, they are not part of the original modification.
There is no restrict of sending new modification request in pending state of the original modification. But it is not recommendation.
And accepting the new modification means committing at once( and discarding of the original one).
> Which is new modification ?
[Gao] Any new version of SDP can be treated as new modification, if there is no specific definition to make it a part of the original one.
> Is the decision depend on preconditions ?
[Gao] "Precondition notification" is a kind of "part of the original modification". But it not means that every modification during suspending state can be treated as "part of the original modification"
