I just mean that if one side using Require precondition because of "mandatory" strength-tags, the other side would reject it with 421 while it do not using precondition.
Then the hypothetic situation(by me) is impossible. So, Gonzalo Camarillo is right.

I remember 3GPP have situation that one side with, other side without.
But I reviewed the RFC:
An offerer MUST include this tag in the
Require header field if the offer contains one or more "mandatory"
strength-tags.
So, you are right :).
But this is not the main branching of our view.
