I think the discussion should be continued or moved forward.
Just raise an example, In RFC3264, phones should listen on both the old port and the new port, but not all the phones support this rule.Then finding the right session state to switch if new sdp negotiates success,or finding the proper state to fallback or remain listening if new sdp negotiates fails.
It's useful the find the state.
I think that the draft gives a way to find the state.

endpoints should not care about whether or not *some* preconditions are
met. They just care about the *current* media state. The media state
only changes when *all* preconditions are met.
