[PATCH 16/16] policycoreutils: Do not include LDFLAGS in CFLAGS when building sepolicy

For some reasons, -fpie and -fPIE are being set in LDFLAGS, this is
causing a FTBFS on Debian.

-fpie and -fPIE are anyway useless for libraries
