In the policy store, mcs and mls modules exist along with _mcs and _mls
modules. But _mcs calls itself "mcs" in the policy_module statement and
_mls calls itself "mls" in the policy_module statement.

mcs:
policy_module(mcs, 1.2.0)

_mcs:
policy_module(mcs, 2.20091117)

mls:
policy_module(mls, 1.8.0)

_mls:
policy_module(mls, 2.20091117)

Is there a reason for this?
