It was never put in a publicly available place.  

Here is the latest patch that I have.  I spent a little bit of time last
summer updating it to the latest version of GConf, but there was still
an error building the RPM which I didn't have the time to resolve then.
Some work will be required to get it to work with the latest GCconf.
