as far as open source is concerned, i think there is not best, but maybe 
favorites amongst the SA's.  i like using nagios and mrtg, but then 
again, what is it that you are really trying to monitor, bandwidth, 
utilization, ingress/egress, uptime, packets, layering, etc...?
