Monitoring network

Dear friends.
What is the best program for network monitoring that it show 
all kind of packets (UDP, TCP, ICMP, ...), IPs, and create statistics 
for network monitoring, and any things that knowing 
them is usefull for administrator.

I use cisco routers, and linux(Redhat) OS for my servers, and windows2000, 
98, NT, and linux for workstations.
