well it is safe to close it as its not a requirement though
i would recommend sending a reset to people trying to connect
eg dont drop connection attempts or you might give your self
slow connects to certin services / DOS yourself.

it can be used by anyone who pleases and by any service.
eg http, ftp, rsh, rexec, rlogin, irc, etc....

though the only realy use is in irc and
rsh,rexec,rlogin if you can completly trust
both boxes thats its being used from though
i would not recommend using it over the internet for that.
