Please correct me if I am wrong, but ipchains and iptables are not just in RedHat this was changed in the Linux Kernel. In short and in general iptables is in the 2.4 Kernel and will allow you to build a stateful firewall. ipchains was in 2.2 Kernel and gives you a stateless firewall.
