This is a downside of one of its upsides - support for UTF-8 strings.
Try the Script-Fu text circle script with non-ASCII characters and you
will know why this is a good thing[tm].

The problem known as "The Windows version of Tiny-Fu does not translate
strings." is gone, but http://bugzilla.gnome.org/show_bug.cgi?id=339758
is something I'd like to see investigated before I create new binaries.

AFAIK the plan is to make Tiny-Fu able to read Script-Fu scripts as
well, if possible. Then the planned transition from Script-Fu to Tiny-Fu
as the default scripting engine of GIMP will be more smooth as it would
be today.
