I had the same problem while trying to use a Windows XP system as the FTP server.  I finally downloaded the redhat linux and built up a laptop intel system.  The default fTP (i believe it was GTFP) worked fine.  Now that I have a VM/LINUX system running I use NFS from the VM/LINUX system.

Subject: unable to read header list

I'm having problems installing taroon on z/VM. I get the "unable to read
header list" error message after partitioning. I read at Bugzilla (Bug 87867)
that maybe trying another FTP server will work (vsftp ...). I just can't
believe that the ftp client of anaconda is not working correctly. I'm using
a knoppix pc with FTPD at the moment... (no chance to install another ftp
server there...) I mount the iso files on my knoppix (iso cd 1 first...)...

has anybody experienced similar problems?
