The example was starting php itself just from command line.  If apache
loads  modules/libphp4.so, it predictably fails too.  I just saw bug
80021, apache won't start with php enabled and mm-1.1.3-11.  The poster
downgraded to mm-1.1.3-8 for now.  I don't have that, so downgraded to
mm-1.1.3-1, and now I can start php or apache/php without it failing,
but am losing some mm fixes.
