Is the ftpd process running?  You can determine this by one of several ways...
 
1.) ps -aef | egrep ftpd
or
2.) chkconfig --list
or
3.) netstat -a | egrep ftpd

Hi RH gurus,
I am struggling with RH on S/390 platform.
I have looked at the following files and can't figure out how to enable users to ftp to my RH server:
/etc/pam.d/ftp
/et/ftpaccess
/etc/ftphosts
 
I can ftp from the server. The server rejects all attempts to come in.
PNL.  The servers are behind a firewall.  We want all users to be able to ftp.
