I have that, as well as wget.  I'm more concerned with completed downloads
that are incorrect/corrupted.  Running RPM against the packages will detect
it, but then the SA is faced with another complete download.

Try ncftp. It can finish aborted downloads (from certain servers).
The FTP potocol itself allows that, you only need a better client.
