Image on s390 is not compressed, use "make image".
This is what I do:

# Don't build as root
$ cp -a /usr/src/linux-2.4.18 /home/zaitcev/ksrc/linux-2.4.18-s390
$ cd /home/zaitcev/ksrc/linux-2.4.18-s390
$ cp configs/linux-2.4.18-s390.config .config
$ make oldconfig		# menuconfig and xconfig suck
$ (make dep && make image && make modules)
$ su
# make modules_install
