Linux on s390 is an ascii environment, so probably just removing that
#error is the way to go?

Apart from that, my hope would be you start from a current Red Hat
Linux kernel as from ftp://ftp.redhat.de/pub/s390/SRPMS/kernel-*.
(At least the version number 2.4.9-0.4 would indicate a very old
Red Hat version, if you did not change that on purpose...)
