The minimal package selection doesn't have any build environment. Neither glibc-devel nor a compiler or make/autoconf/automake are included. You need to install the rpmbuild and the patch package to unpack the SRPM. Many more packages are needed if you want to compile anything, have a look at RedHat/base/comps section 'Software Development' to get a list of the packages.
