yum and apt should take care of this regardless of rpm's handling.
Yum does whatever rpms ts.order() does (as noticed, removal with
yum has the same problem as older rpm versions), apt-rpm can
optionally use it's own ordering algorithm which ensures proper
erasure ordering.
Just for the record:
rpm-4.4.6 and later "ensures proper erasure ordering." as well.
